Douglas County Outdoor Recreation Plan
Overview
In 2023 and 2024, and with collaborative efforts with a diverse number of stakeholders, including public land agencies and private landowners, the first Douglas County Rural Outdoor Recreation Plan was completed. The project involved comprehensive assessments, including identifying existing outdoor recreational amenities, capturing community and stakeholder feedback, and mapping current and potential future opportunities. Engaging with tribal communities ensured cultural considerations were integrated into the planning process.
This plan addresses the scarcity of outdoor recreation investment opportunities, particularly in a county with predominantly private land ownership, and lays the foundation for equitable access to outdoor experiences. The plan not only benefits the local economy but also promotes community health and well-being.
The completed Douglas County Rural Outdoor Recreation Plan will serve as a valuable resource for the County and stakeholders, guiding future projects and funding efforts. It represents a significant step towards reducing park deserts, enhancing rural community connections, and providing accessible outdoor opportunities for all residents.

This report reflects on the public feedback, emerging trends, and current inventory, a set of core goals and objectives have been incorporated to serve as a reference and coordination point, aligning outdoor recreation policies, with the broader spectrum of County objectives.
